Minimum Qualifications
Open to NYS employees with one year of permanent competitive service as Project Manager 3, SG25, (previously known as Project Manager 2, SG25) OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
Preferred Qualifications :
• Bachelor’s degree and four years of experience managing complex IT projects
• PMI professional certification
• One year of experience at the supervisory level

Duties Description
Under the direction of an Assistant Director Information Technology Services 1, M-4 within Web Platform Services of the Chief Technology Office, the Project Manager 3, SG-25 will perform duties in support of the unit’s projects including, but not limited to, the following:
• Develop business cases and ROM budgets
• Perform SCRUM and Agile project management
• Develop ITIR
• Facilitate the approval process for assigned projects
• Develop the project scope, plans, and WBS (Work Breakdown Structure)
• Build and manage the project team
• Develop project schedules using MS Project, and maintain the schedule using the same to track progress
• Manage resources, issues, risks, changes through a formal change management process, and user acceptance of deliverables
• Facilitate meetings
• Plan and execute project communications ensuring timely and accurate distribution of information, documentation, and issue resolution to all appropriate team members
• Communicate with team and leadership updating on implementation and execution status and risk factors and ensure adherence to quality standards and project deliverables
• Prepare status reports and give presentations to management?
• Raise issues with Executive Management or Project Steering committees and propose solutions
• Ensure adherence to project management standards and methodologies
• Perform the full range of supervisory responsibilities
