Idaho National Laboratory’s (INL) Materials and Fuels Complex Operations group is seeking forward-thinking professionals interested in exploring a career as a Human Performance Improvement Subject Matter Expert/Lead.
Our team works a hybrid 4x10 schedule located at our Materials and Fuels Complex with every Friday off!
Responsibilities Include:
Leveraging breadth of Naval experience and years of management experience as Nuclear Facility Manger, is recognized for broad expertise, practitioner skills and unique knowledge with/by DOE-ID. To support continuous improvement in all facilities at MFC, and to support growth with the advanced reactor and testbed demonstration, the HPI Subject Matter Expert (SME) will work closely with other INL HPI SMEs to develop and implement a rigorous HPI program for MFC. Provides strategic input and recommendations to Division Directors to improve incorporation of HPI principles in work activities within each division.
As new advanced reactor and test beds are developed, ensure new all aspects of readiness activities have HPI principles embedded into the new work. Partner with operations leadership of Sample Preparation Lab to ensure HPI principles are included in all aspects of preparing facility for operations.
Utilize in-depth, broad expertise and unique knowledge to maintain/integrate human performance improvement (HPI) into BEA’s culture/ systems/programs/activities laboratory-wide and interface with management, union leadership and personnel, employees, and subcontractors. Interface outside of the laboratory such as other national laboratories, DOE-HQ, DOE-ID, and EFCOG as needed or in the absence of the HPI SME. Contribute to Laboratory objectives and principles in achieving lab-level strategies, goals and behaviors in reducing human error.
Researches and introduces new innovative, proactive, and preventative human performance tools/techniques to enhance safety culture at the INL.
Leads efforts to provide mentoring, and training to the Laboratory HPI practitioners’ and staff. Provides recommendations and input directly with learning and organizational development managers, VPP Manager, SOAR program Manager, Training Departments, Conduct of Operation Manager, Work Control Manager, line management, research Chief Operating Officers and INL Senior Leadership Team to ensure HPI concepts and practices are embedded in key areas and an exceptional infrastructure is established.
Directs and oversees occasional HPI assessment and evaluation.
Serve as focal point for providing a network to ensure success of significant and unique issues associated with establishment of HPI program. Integral problem solver working to reinforce concepts of how HPI principles influence safety, culture and other lab-wide issues. Independently self-initiates networks involving multiple directorates and coordinates these groups to provides innovative and ingenious solutions to long-range goals and objectives; work reviewed through consultation and/or agreement with others. Develops advanced ideas and guides their development and maturity. Provide HPI training opportunities for BEA’s workforce to better understand HPI fundamentals.
In the absence of Laboratory subject matter expert, serves as a spokesperson and advisor for BEA’s Human Performance concepts, principles, performance model and system approach for reducing human error as needed inside or outside of INL.
Provides recommendations and input to the production of multiple HPI related communication tools; cards, bulletins, Team Talk, etc. Maintain HPI laboratory level and MFC specific HPI documents.
','!*!Minimum Requirements:
Bachelor’s degree plus 12 years relevant experience or Master’s degree plus 8 years’ experience
HPI Certification - Certified Human Performance Technologist preferred
Must have direct experience developing and establishing the HPI program at MFC
Must have reasonable knowledge of the HPI principles including INPO
Must be familiar with Department of Energy System
Must have held a Nuclear Facility Manager (NFM) qualification and supervised employees in MFC facilities
Moderate computer skills and exemplary people skills
Demonstrated innovative/creative contributions during their working experience implementing HPI
Demonstrated experience in HPI training with effective communication skills, both written and ora
This position requires the ability to obtain and maintain a Department of Energy L clearance, which requires US Citizenship

Job Information:
Salary Grade 230 ($121,212 - $206,232)
