What’s the role?
As a Civil Manager, we’ll entrust you with sustaining the safe performance and reliability of existing civil infrastructure and providing technical quality assurance and value engineering to civil maintenance and new construction to ensure reliable production. You will be responsible for skill pool management and development at the site.
Being a Civil Manager is also responsible for the leadership, deployment, and capability development of resources in the areas of civil assurance to meet the plant’s business objectives. You will effectively drive the Civil section in developing and implementing effective civil assurance activities.
A Civil Manager will be responsible for the integrity assurance of Lifting and Hoisting equipment within SMDS operating assets and the custodian of the Lifting and Hoisting Procedure, Inspection and Maintenance Practices (IMP) and provides Lifting and Hoisting support to SMDS. Also provide Lifting and Hoisting support to other external stake holder including Wells, P&T and Center of Excellence.
Principal Accountabilities:
Manage healthy interface within Engineering department; and with other departments within SMDS such as Production, MTAC, HSSE and Technology to ensure multi-discipline integration and alignment across areas and sufficient quality assurance and resource support to meet target.
Manage HSSE performance of the site with direct responsibility for the Civil staff including both Shell and contractor staff by supervising and executing HSSE related activities.
Effectively manage section budget, identify and implement cost effectiveness/improvement opportunities.
Ensure engineering and implementation of major repairs and plant change projects within time and budget in accordance with the technical and safety Shell requirements and standards, and Malaysian laws, including maintaining plant civil assets, off-plot area and Jetty (refractory and insulation).
Assure the HEMP and Safety Critical Activities in accordance with specific performance standard for safe and reliable operations.
Formulate, plan and execute Tank RRM and ensure tank integrity is in compliance with Shell requirements and standards.
Manage and protect the SCE barriers including Performance Standards. Custodian of the SCE barriers related to Civil Engineering.
Deliver discipline requirements to the Asset Maintenance Reference plans. Set up and manage any contracts to deliver the required maintenance and inspection services.
Update and implement (through SAP) Inspection and Maintenance Practices to optimise the Maintenance program.
Ensure comprehensive Contract Management skills is developed and sustained within the team.
Manage the team to deliver business goal while holding the accountability for the team successful delivery.
Develop personnel within the CSO Disciplines, provide coaching and guidance and develop succession plan.
Establish and maintain inspection maintenance programs and schedule for civil assets via Risk Based Strategies.
Ensure regulatory assurance and compliance, especially related to contract labor for FM related contracts, including drive and supervise the service providers as part of the contractor’s performance management.
Set strategies and action plans, as well as develop business cases, in a risk based methodology, in order to mitigate infrastructure and other civil issues.
Ensure control process by specifying quality assurance/control requirements, managing development of maintenance for all civil assets and civil classified safety critical equipment quality plans, implementing change control process, identifying lessons learned and managing reviews. Ensure built documentation and civil procedures are executed in accordance with the plant change procedure.
Establish civil inspection guidelines for all assets in the plant and jetty, request civil personnel to conduct inspection and record the results for future reference and rejuvenation scope.
Plan, organize, formulate and execute corrective and preventive maintenance for integrated facilities, including civil scopes, to ensure the working environment is safe and well maintained.
Uphold the Engineering Vision and Purpose, as well as support people competency/training and management of the Civil section’s staff and contractors.
Support leadership management for the entire Civil section, providing active support in the governance and communication within section in the form of SMDS Vision/Mission/Purpose; and provide support in leadership and delivery four (4) Pillars of SMDS Vision (Goal Zero, People, Reliability and Cost).
Manage development and build-up of the Civil section according to pre-defined competence standards, and ensure that all Civil section staff (own and contracted) meet the required competencies through talent management areas such as career development and training.
Conduct performance management and coaching for direct reports; provide coaching to all direct reports to aid in achieving personal development targets.
Undertake special assignments or tasks as directed by Engineering Manager.
What we need from you?
We’re keen to hear from professionals who have a degree or higher qualification in Engineering. Beyond that, we’d hope to see as many of the following as possible on your CV:
Minimum 10 years of experience in operations/engineering as Civil Engineer, preferably in Oil & Gas/petrochemical plant.
Minimum 3 years of experience in line management as Leader of Team with proven leadership track-record in delivering results.
Experience in SGP Reactor refractory and insulation, especially for wax product pipeline, tank maintenance and civil work (structure, drainage, concrete foundation, road, etc.)
Experience in demonstrating SPS & Pulse Survey results.
Experience in demonstrating strong leadership skills in quality and HSSE.
Experience in demonstrating coaching and mentoring skills.
Experience in demonstrating excellent communication skills.
