Promoting In-Country Value (ICV) in Oman
Oman Shell is building the strategy and capability to execute an integrated upstream gas project. The success of Oman Shell will be strongly linked to our ability to deliver local content and In-Country Value by maximizing the participation of local Omani companies in the gas value chain. This will require maximization of competitive ICV across the entire investment and stimulating forward linkages that result in visible and well communicated sustainable and measurable impact (value and job creation) in Oman’s economy.
Oman Shell has committed to develop a programme that will accelerate the development of new ventures and supply chains that can serve Oman Shell’s ventures (PDO, Oman LNG, GTL, Shell Operated upstream entities etc.). The vision of the Oman Shell ICV team is to power world class In-Country Value in Oman by focus on: people & skills, energy led industrialization, ICV in supply chain, making Duqm a success, commercialization based R&D.
Gift to the Nation: Solar into Schools:
The Project Manager will be required to provide overall project management support for numerous small projects i.e. 120kWp (dc), as part of Shell’s Gift to the Nation (‘solar into schools’). The position is fulltime, for a 5-year period and will be working closely with Omani small and medium enterprises. The Project Manager will be responsible for all aspects of planning, interface with EPC contractor and with selected schools, through to successful completion and delivery of the projects as well as ensuring end user satisfaction with the renewable energy installation. Added scope is to provide similar support to future utility scale PV solar opportunities greater than 1 MW systems (e.g. can be executed with PDO), support envisaged in bid evaluations and selection of EPC contractor, design review, commercial negotiations, HSE procedures review, support in installation and commissioning.
Responsibilities:
PV solar engineering (Solar into Schools):
Responsible for successfully executing multiple solar PV projects in Oman, for which a significand budget for over 5 years has been made available through the Gift to the Nation program. The incumbent will be responsible for driving maximum value to Shell and Oman by ensuring:
Sound site selection and installation of solar PV installations into candidate public schools across the 11 Governorates across Oman.
Potential for small to medium sized enterprises (SME) growth and development is leveraged, including enhancement of SME’s project and safety standards
Learning from installing solar PV into schools is transferred to the Ministry of Education so wider future uptake by the Ministry can be enabled.
Smooth coordination of the entire implementation process between/among Oman Shell and all external parties involved (MOE, consultants, contractors, regulators, etc.)
Provide support to utility scale PV solar project and identification and development of further large-scale PV opportunities.
Tasks will include:
Co-ordinate regular meetings with the Shell-Ministry of Education Working Group to ensure smooth project implementation.
Identify and evaluate suitable solar small to medium sized enterprises (SMEs) and development of plans to close gaps on any identified areas (e.g. HSE) that may pose risk to the safe and successful installation of solar photovoltaic (PV) systems into schools.
Develop, manage and evaluate annual request for proposals (RfP) from solar SMEs and work with the Shell contract and procurement focal point to manage tender evaluation processes.
Liaise with the Ministry of Education site engineers to obtain data, access, permits and all other information as required for successful project delivery.
Oversee SME contractor installation of solar PV into identified school sites. This includes managing cost and schedule and ensure successful installation, testing and commissioning by solar SMEs, facilitate acceptance testing of PV installations including installation of racking, panels, interconnection with the grid, etc.
Work with subject matter experts in Future Energy Technology (FET) to ensure solar PV generating equipment, meteorological, and communication systems are designed, specified, constructed, and operated in a repeatable fashion.
Prepare annual budget; scheduling expenditures; initiating corrective actions as needed.
Work with AER and other electricity sector parties involved to develop a process for the credit accounting of any power export from the PV sites into the national grid.
Ensure adherence to Shell’s General Business Principles and Code of Conduct in all business activities, as well Shell’s HSSE policies, with special focus on safety exposures.
Work with OMAN SHELL communications to leverage external visibility of “solar power into schools” project.
Work with OMAN SHELL Social Investment Manager to provide any technical inputs to development of solar educational package for Grade 10-12 students.
ICV Enterprise Development:
The incumbent will lead Oman Shell’s ICV strategy to opportunities in the enterprise development space. The individual will be responsible for planning and evaluating enterprise opportunities for Oman Shell with the objective to maximize the participation of local Omani companies. The incumbent will need to work closely with the ICV team lead to help in identifying, evaluating, and negotiating opportunities from external investors and SMEs to collaborate with Oman Shell.
Opportunity Identification
Help develop a world-class partnering proposition and reputation for working with Shell ventures in Oman
Validate and structure collaboration opportunities (e.g. joint development agreements, licensing, demonstration projects, investments, JVs, etc.) that accelerate the deployment and participation of local Omani companies in Shell operations
Review the value of the proposals from local companies to Shell value chain and identify the addressable market within Oman Shell operations, in close collaboration with the potential “users and customers” within Shell.
Opportunity Delivery
Help in the planning and implementation of specific opportunities (e.g. setting up an Omani Turnaround company, incubation of an Omani EPC company) that will maximize the job creation and ICV content for Oman while working in partnership with other local operators and service providers.
Participate in all phases of deal delivery of opportunity where Shell might have a financial, reputations or operational impact of collaborating with a potential Investor/Supplier.
Use networks inside and outside Shell to support due diligence in conjunction with virtual teams consisting of Finance, Legal, IP, Technical, Tax, etc.
Strategy and Governance
Work with key partners and government institutions to develop a roadmap that catalyzes the development of SEZAD in line with Shell’s vision and aspirations.
Build linkages with other operators in Duqm to develop strategic partnerships that would deliver supply chain value to Shell while facilitating growth of SME’s and local jobs.
Build a training strategy in partnership with local entities such as NTI, TPO, NTF etc that maximizes the human capital development for the specialized skills required to meet the demand generated by energy sector value chains

Requirements:
Strong general management professional from technical, commercial or CP background who can translate the requirements of various project teams and opportunity managers into a value proposition for local Omani companies. This will require intuitive understanding of contracting and procurement strategy, local Omani industrial landscape and a commercial mindset to evaluate various risk/reward options.
Fluent in Arabic and English, with strong verbal and written skills
Demonstrate leadership to drive and embed the ICV agenda across project teams and various layers of the organization. Strong influencing skills and courage to drive Oman Shell’s ICV strategy.
Bachelor’s degree in business, engineering or any other related field
Demonstrated deal experience as a primary tracker, including in-person negotiations and execution
Financial acumen with knowledge of valuation techniques and financial analysis of companies
Ability to develop opportunities and make decisions in an environment of uncertainly
Experience working with entrepreneurs, SMEs and governments and startups
Excellent relationship management skills for engagement with internal and external stakeholders
A general interest and motivation in the topic of energy transition
