SUMMARY
Bering Straits Technical Services, LLC, a subsidiary of **MEMBERS ONLY**SIGN UP NOW***. is currently seeking a qualified Business Manager/Deputy Project Manager at Ft. Wainwright in Anchorage, AK. Reports to the Project Manager; responsible for the development, implementation, coordination, and management of Ft. Wainwright, AK With full authority to act for Bering Straits Technical Services (BSTS), and on behalf of the Project Manager, this individual has responsibility for the overall effective management and allocation of personnel and resources necessary to meet contract requirements to include: Accounting/Finance, Human Resources, Payroll, IT, Security and Operations Management. Must have successful performance experience in the management of PW operations in any of the following areas: a multifunction military PW operation, comparable municipal activity or industrial activity. 
ESSENTIAL DUTIES & RESPONSIBILITIES
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position, and are

Establishes policies and procedures for performance and control of all project business
Provide management functions and technical support.
Ensures that quality standards are applied to all levels of the work and measured for effectiveness.
Ensures subcontracts are in compliance with Fort Wainwright applicable laws and regulations.
Monitors the performance of subordinate personnel and the submissions of required reports and Contract Data Requirements list (CDRLs).
Services as the principle liaison between BSTS and the U.S. Army on this contract in the absence of the Project Manager
Directs and approves contract modifications, reviews budgets, monitors contract in the absence of the Project Manager
Takes action to correct performance and cost discrepant conditions
Provides guidance, direction, and supervision over training, security, safety, and environmental policies procedures, and practices.
Comply with all Ft Wainwright regulations and policies in the control and transfer of facilities and property.
Maintains overall accountability and responsibility of all assigned facilities IAW all applicable Army and installation regulations and policies.
Supervises overall management, control, and assume accountability of all assigned facilities and business operations.
Establish and ensure the maintenance of key control and physical security in all assigned facilities.
Supervises overall work scheduling and payroll operations.
Additional duties in direct support of departmental mission requirements.
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications
Possesses at least five - ten years of recent the management and supervision of business and facility operations.
Bachelor’s degree in a business or accounting related field.
Knowledge, Skills, Abilities, and Other Characteristics
Extensive knowledge of payroll processing requirements for SCA, DB, union, and exempt employees.
Extensive knowledge of contract administration through hands-on experience.
Extensive knowledge and skills with Microsoft Excel and/or compatible spreadsheet programs.
Finance Experience (General Ledger, Balance Sheets, Project Coding)
Comprehensive knowledge of Supply Systems
Leadership Experience
Ability to problem solve
Familiarity with Davis Bacon and Service Contract Act requirements.
Experience in labor negotiations.

WORK ENVIRONMENT

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

Hires and supervises direct reports.
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
Must possess and maintain a valid Driver's License. Must provide an official DMV report. Able to receive and maintain a favorable Local Background Check (LBC) and National Agency Check (NAC) as applicable to the position requirements, current and future.
