About the Office of Legislative Services
The Office of Legislative Services (OLS) is an agency of the New Jersey Legislature established by law to provide professional, nonpartisan staff support services to the Legislature including its officers, members, committees and commissions. The OLS operates under the authority of the Legislative Services Commission, a 16-member bipartisan panel with equal representation from each House of the Legislature.
The goal of the OLS is to facilitate the work of the New Jersey Legislature and to enable and promote public understanding of the legislative process. As nonpartisan employees of the Legislature, OLS staff are prohibited from engaging in political activity or taking a public position with regard to any matter before the Legislature.
Description
Reporting to the Director of Human Resources, position provides support for the administration of all human resources functions for the Office of Legislative Services, including recruitment, classification and compensation, position control and HRIS, pension and benefits, training and development, time and leave administration, discipline, grievances, personnel policy, talent management, and all other human resources support services. The position supervises Human Resources staff and acts on behalf of the Director in their absence.
Duties
Duties include: Plan, lead, implement, develop and coordinate training and development programs for new and existing OLS staff. Act as administrator of Human Resources Information System. Provide direction, mediation and advice to employees and managers as appropriate. Assist Director with internal investigations and drafts of investigatory reports. Analyze requests for classification review and adjustments, draft and maintain job descriptions, conduct salary research and make classification and compensation recommendations. Assist with the development and administration of OLS personnel policies and procedures.
Requirements
Education*:
Bachelor’s degree in Human Resources or related field from an accredited college or university.
Preferred Education:
Master’s degree in Human Resources or related field from an accredited college or university.
Society for Human Resources Management (SHRM-CP) Certification, Professional in Human Resources (PHR) Certification, or IPMA-HR Certification.

and Association of International Credential Evaluators Inc.

Experience:
Eight years of professional experience in human resources demonstrating increasing responsibility.
Preferred Experience:
Eight years of experience in human resources within state government.
Two years of supervisory experience.
Experience using human resources information systems.
Substitution:
Applicants who do not have a bachelor’s degree may substitute additional experience on a year-for-year basis, and must have a minimum of 12 years of experience.
